HOW IT WORKS
bidformedicine is for filling prescriptions. The program
is an e-exchange between consumers with legal prescriptions and
pharmacies licensed or registered to ship drugs in the state of the consumer.
It gives consumers the opportunity to feel more in control of their medical
expenditures while allowing pharmacies, particularly independents, to get
traction on the Internet to drive business and increase the volume of drugs
sold. The program is set up for mail order drug sales only because pharmacies
indicated that they did not want to convert their existing customer base.
At
this time, the program is for legend drugs only and will exclude those
drugs that require reporting such as schedule two drugs. With time we will add these drugs as we get
more experience with the participating pharmacies. For now, most vitamins, and
mineral supplements have been excluded. They will be added starting in 2007 to
increase the participating pharmacies’ profitability. In addition, we will solicit information from
participating consumer regarding drugs not available through the participating
pharmacies. If we find enough demand, we
will send the list out to each pharmacy and you can decide if there will be
enough volume to sustain it in your inventory.
Because
of the incentives for insured consumer, we are starting the program focusing on
those that do not have coverage,
very limited coverage, excluded drugs under insurance formularies and those
with Flexible Spending Account (FSA) and Medical Savings Account (MSA) benefits.
The
program does not charge pharmacies
for registration or the provision of drugs.
Sometime in 2007 bidformedicine will begin to add a 1% to 2% service charge
onto bids that will be over and above the price that you collect. Once the
consumer has accepted your prices, they must enter their credit card
information and authorize the pharmacy to charge the total amount of the bid,
including shipping. bidformedicine will then notify you via email that there is a
purchase for your pharmacy on our site. You must then log into the pharmacy and
retrieve the information concerning the;

Drugs ordered,
2.
How the
prescription will be communicated to you,
3.
The prescribing
provider’s name and telephone number,
4.
The consumer’s
name, address, DOB, telephone number
5.
Consumer’s drug
allergies and other medications currently being taken
6.
Credit card
information (bidformedicine will authorize $1 to determine if the card information is
good)
7.
Total charges
8.
Bid Request
number
It
will then be your responsibility to get the drug mailed out via Priority mail
with tracking within one business day of having acquired a legitimate
prescription. If you log onto the site
and indicate that the prescription is filled, bidformedicine will send an email to
the consumer indicating that the shipping status is available when they log
onto the site.
The
charge for shipping is fixed at $4.95 order for USPS Priority Mail and
$15 for next day shipping whether you choose next Express Mail or some other
service such as FedEx or UPS. This amount will be added to the bid amounts when
the consumer elects to select your pharmacy.
After
you register with bidformedicine, you will
be able to participate in bid requests from consumers. Our Autobid
system places a bid for you using your approved bid prices. To make things
easier we can provide you with a CSV file readable in an Excel Spreadsheet that
has the top 2,500 NDC numbers or a list with all the NDC numbers. You can enter
your prices and email the file back to Bid For Rx at info@mol.net. We can also
provide the CSV file with the AWP that will allow you to enter a multiplier.
This will allow you to have your bid prices move up or down with the AWP’s
movement. You also have the choice of enter prices for each individual NDC
listing one-at-a-time on the site. In
addition, you can log onto the site, look at the consumers’ requested bids and
manually over ride your autobid price.
As
long as you remain an active participant, you
have a duty to perform under the bidformedicine participation agreement. Most importantly, you must honor the bid
price and shipping price, and ship within one business day. You are not obligated to fulfill any
transaction where you feel that the prescription may not be legitimate, the
drug inappropriate or some other legitimate reason for deeming the transaction
in violation of the law or good medicine. In those cases you must communicate
your concern by logging onto the bidformedicine site and stating your concerns. bidformedicine will be monitoring consumer patterns
in an attempt to identify fraudulent use of the site’s services. We will cancel the accounts of those
consumers that we deem in violation of the Consumer Participation Agreement.
Rules:
1.
The consumer
must have either:
a.
A written
prescription from a licensed provider, or
b.
Have established
a relationship with a provider whom the bidformedicine pharmacist can call for
verification of the prescription, or
c.
Have a
prescription on file at a pharmacy that the bidformedicine pharmacist can call
for verification. (New York residents: State pharmacy law regulates transfers from one pharmacy
to another pharmacy. One refill per transfer is allowed, if the original
prescription information is transferred directly from one pharmacist to another
pharmacist. Any remaining refills beyond one on the prescription will remain at
the original pharmacy.)
2.
While all the
participating pharmacies may see each request for bid, only those that are registered
to ship to the consumer’s state will be allowed to respond. The pharmacist will
not see the consumer’s name at this time, only the drugs requesting and the
consumer’s town and state.
3.
When the
consumer goes online to bidformedicine, he may request bids for as many
prescriptions as he has prescriptions. He
will need the following information to request a bid:
a.
Prescribing medical
provider’s name and telephone number.
b.
The brand or
generic name of the drug.
c.
The dosage
amount.
d.
The form the
medication comes in, (i.e., capsules, tablets, cream, liquid).
e.
Number of times
per day and the number of days’ supply, or the number of dosages to be
dispensed.
4.
The consumer
will be required to update his profile for drug allergies, medical conditions,
and current medications.
5.
The consumer may
have his medications shipped by overnight services, or by priority mail with
tracking. Overnight shipping will cost more. Unless indicated to the contrary,
prescriptions will be shipped by Priority Mail with the US Postal Service.
6.
The consumers’
request for prescription bids will be posted and available for review by
pharmacists who are registered with MedicineOnline.com/bidformedicine only. At
this time, the pharmacists are not given access to consumer’s name.
7.
The bidding
process for prescriptions will close 72 hours after the bid request is posted.
8.
The consumer
will be notified via e-mail from bidformedicine of the closure of
bidding. He must then log back into his bidformedicine
account using his registration username and password. he will receive information about each
bidding pharmacy including name, list of the drugs on which they have bid,
price, pharmacy certification and state license, length of time in business,
number of licensed pharmacists affiliated with the pharmacy and any other
information required to assist him in making an informed decision. Each
participating pharmacy’s registration information will be used to create a web
page that the consumer can access on the site. It is best if the pharmacy sends
a picture(s) of one of the pharmacists and or the pharmacy itself. Links to the pharmacy’s own web page will be
placed on this web page

The bid price
does not include shipping. Shipping is a flat cost of $4.95 per pharmacy
shipment for USPS Priority Mail. Overnight shipping charges are $15 per
shipment.
10.
The consumers
are encouraged to review the credentials of each of the bidding pharmacies
along with their bid prices. If they have requested bids on more than one
prescription they can accept all the bids from one pharmacy, or select bids
from different pharmacies for each item bid. (They will need a separate
prescription for each pharmacy if they use multiple pharmacies.) The
consumer is not obligated to accept any of the bids. If he elects to follow
through, he will have seven (7) days following the close of the bidding process
to select one or more than one of the bidding pharmacies.
11.
To accept a bid,
the consumer must click on the “Accept Bid” button next to the item. A
new page will appear with his registration information as well as the name of
the pharmacy and the prescription. The consumer must verify the medication
type, the dosage amount and the number of days of supply. Also, enter his
credit card information. On the bottom half of the page he will be asked to
select one of three options for getting his prescription to the mail-order
pharmacy he has selected. The choices are as follows:
a.
Check the box
entitled “Call my physician for the prescription”, or
b.
Check the box
entitled “Call my pharmacy for the prescription”. You will then be asked
to fill in the name, address and telephone number of the pharmacy holding you
prescription (New York
residents are limited to one refill on pharmacy to pharmacy prescription
transfers), or
c.
Check the box
entitled “I will mail in my prescription”. You should then click on the
printer icon on the top of your browser so that the page is printed. Attach
your prescription to this printed page and mail it into the pharmacy at the
address listed on the page.
12.
By clicking
“Submit” the consumer is authorizing bidformedicine to share his information with the
selected pharmacy, and the pharmacy to charge his credit card the bid price plus
shipping charges for the prescription(s).
13.
MedicineOnline.com/bidformedicine functions solely as an electronic forum for persons
seeking mail order prescriptions from pharmacies willing to participate in the
online competitive bidding process to render their professional services. There
is no implied or actual endorsement or credentials review of participating
pharmacies by Medicine Online, Inc.
